"As the first phase of a multi-year redesign project, Statistics Canada recently converted the mode of data collection for the Labour Force Survey (LFS) from paper and pencil interviewing (PAPI) to Computer-Assisted interviewing (CAI) . Conversion took place from November 1993 to March 1994. This paper gives an overview of how such a fundamental change to the survey's methodology was achieved. More precisely, it discusses: the collection before and after adopting CAI, the tests that provided evidence and experience, the preparation of the electronic infrastructure and the operational structure to support it, the strategy of conversion and the impact of conversion on data quality. The paper concludes with a brief evaluation of the conversion period and outlines the future plans regarding the LFS and CAl"--Abstract.
