"Based on these considerations, the Ministers of Environment and National Health and Welfare have concluded that the predicted concentrations of 3,3’-dichlorobenzidine inthe environment in Canada do not constitute a danger to the environment or to the environment upon which human life depends, but may constitute a danger to human lifeand health. Therefore, 3,3’-dichlorobenzidine is considered to be "toxic" as defined under section 11 of the Canadian Environmental Protection Act (CEPA)"--Synopsis, page v.
