"This study has been prepared on behalf of the Royal Commission on Health Services. Health services like any other services, must be studied and evaluated against the purpose which they are designed to serve. The best possible health care to be available to all Canadians, on which the Royal Commission has made recommendations according to its Terms of Reference, is the kind of care which would lead to the best possible health of Canadians according to existing knowledge, and which would achieve this goal in the most effective and efficient manner. Health services, then have to be viewed in the light of health needs, just as transportation services, for instance, would have to be analysed in terms of people and goods to be transported"--Foreword.
