It considers the issue of accountability of SOAs and how that accountability differs from more traditional federal government organizations. It links the exercise of accountability to a performance review function and defines the roles of audit and evaluation in this review function. It proposes a range of performance measures for SOAs and explores the different perspectives of audit and evaluation in respect of these measures. It examines the application of performance frameworks to SOAs and provides an example of such a framework. It argues that performance frameworks would be of great value to SOA managers and stakeholders.--Introduction
