Ethics, responsibility, accountability : an action plan for democratic reform: CP22-74/2004

This plan is the first step in a strategy to improve Canada’s political institutions and parliamentary system. Reforms focus on what the plan calls the three pillars of democratic reform: ethics and integrity; restoration of the representative and deliberative role of Members of Parliament; and accountability. Reforms include a three-line voting system, expanded roles for Committees and Parliamentary Secretaries, and prior Parliamentary review of key appointments, including of heads of agencies and Crown corporations.
