"Since the early 1970’s the Government of Canada has placed a high priority on providing support to Indians and Inuit wishing to obtain post-secondary education. The motivation for this support, first in the technical and vocational fields and later at the university and professional level, was to assist aboriginal people to achieve individual success in society and to become leaders in their communities. That motivation has not changed. This government clearly recognizes that access to post-secondary education is essential if Indian and Inuit people are to achieve their full potential in society."--p. 1.
