"Section 90 and 91 of the Corrections and Conditional Release Act require that Correctional Service Canada provide provide "a procedure for fairly and expeditiously resolving offenders' grievances on matters within the jurisdiction of the Commissioner" and that "every offender should have access to this process without negative consequence". The offender complaint and grievance process provides offenders with a means of redress when they are dissatisfied with an action or decision by a staff member. The Corrections and Conditional Release Regulations describe the four-level process from a complaint at the institutional level to a grievance at the national level"--Executive summary, page 2.
