"In March 1985, federal, provincial, and territorial ministers responsible for small business resolved to take action on problems of over-regulation and paperburden that had plagued Canadian small businesses for years. With the exception of Manitoba, which proceeded by way of a provincial task force, joint federal-provincial studies were commissioned in each jurisdiction to identify and clarify specific areas of concern regarding deregulation and paperburden raised by the small business community.
