"In March 1985, federal, provincial, and territorial ministers responsible for small business resolved to take action on problems of over-regulation and paperburden that had plagued Canadian small businesses for years. With the exception of Manitoba, which proceeded by way of a provincial task force, joint federal-provincial studies were commissioned in each jurisdiction to identify and clarify specific areas of concern regarding deregulation and paperburden raised by the small business community. Approximately 1,100 small business owners and small business association representatives were contacted"--Overview, page [1].
