"Because of environmentally dictated organizational differences, a common rank structure in the forces cannot be optimum for each environment. Individuals reach conclusions about fair-pay for military work differently than for civilian work. Consequently, it is not valid to treat military personnel simply as civilians in uniform for pay considerations. Morale suffers when rank and pay structures do not match, or when service personnel must fill positions established at higher rank than their own"--Abstract, page i.
