"The Parr-Castor dam and spillway were originally built at the request of the Rural Municipality (R.M.) of Paintearth as a stock watering project in 1950, the R.M. supplying the required right of way. The Town of Castor has tapped the reservoir for a domestic water supply. In March, 1952, the Town of Castor signed an agreement with Canada whereby the Town took over the control, management and operation of the dam and reservoir"--Page 1.
