Merit and non-partisanship under the Public Service Employment Act (2003) : a special report to Parliament by the Public Service Commission of Canada : SC3-155/2011
Examined where progress has been made in implementing the Act since it came into full force in 2005 and where improvements are still required. Also explored what is necessary to more fully realize the potential of the Act and the values-based system that is the cornerstone of both the Act and Canada’s professional, merit-based, non-partisan public service.
