The CHRC fully supports the rights and obligations enshrined in the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT). The CHRC is committed to working with the Government of Canada (GOC) to ensure continued progress in the protection of human rights. It is in the spirit of constructive engagement that the CHRC submits this report to the Committee against Torture (the Committee). The CHRC is issuing this report in keeping with its obligations as Canada’s National Human Rights Institution (NHRI). Part I outlines the CHRC’s concerns regarding conditions of confinement in prison; CSC’s internal grievance system; prisoners with mental disabilities and the use of solitary confinement for this group; and the situation of vulnerable groups in prison, including women, sexual minorities, Aboriginal peoples and African Canadians. Part II raises issues relating to ratification of the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT).
