"Since 2014, the Canada School of Public Service (the School) has been transforming its business model from a cost recovery model to a model based mainly on appropriations at no charge to learners. The goal of the transformation is to offer a common core curriculum and career development programs to more federal employees than ever before. Much of the required training has been moved on-line. The audit was based on section 37 of Part V of the Official Languages Act (the Act). It looked at the transformation of the School and of the learning services it provides to federal employees, except for language training. Appendix A lists the audit objectives and criteria. The audit was conducted in the final third of the transformation, which ran from 2014 to 2017. This was a particularly opportune time because the transformation was both far enough along to be able to gauge its impact and at a stage where the School was consolidating its practices on several fronts"--Highlights, p. 1.
