This report on the effectiveness of performance measurement for a public education campaign illustrates the strengths and weaknesses in current approaches to Health Canada communications. The report sets out the performance indicators, intended outcomes, target audiences, methodology, and evaluation tools. It then presents results for Canadians, including best practices and lessons learned. This pilot project was one of the first to introduce performance measurement within a communications function.
