Le texte institue un processus d’appel pour les étrangers qui présentent une demande de visa de résident temporaire dans le cadre de la Loi sur l’immigration et la protection des réfugiés. À cette fin, il étend la compétence de la Section d’appel de l’immigration de la Commission de l’immigration et du statut de réfugié en élargissant son mandat afin d’y inclure les appels interjetés par les étrangers s’étant vu refuser un visa de résident temporaire ou une prolongation de l'autorisation de séjourner au Canada.
