« Le 22 mars 1990, les négociateurs en chef de l’Association des Inuit du Labrador (AIL), du gouvernement de Terre-Neuve et du Labrador, et du gouvernement du Canada ont signé l'entente-cadre devant régir la négociation de la revendication territoriale globale des Inuit de la région. Cette entente détermine l’étendue, le processus, les sujets, les paramètres, l’ordre et l’échéancier des négociations devant mener au règlement de la revendication. La ratification de cette entente par les trois parties permet d’entreprendre les négociations en vue de la conclusion d’une entente de principe. » -- p. 1.
