99-01.--Taxation and economic performance: a cross-country comparison and model sensitivity analysis, by Jing Xu. 1999. 29p. Bibliography, figs., tables.
"This paper is a companion to the two-sector, computable endogenous growth model of government spending and taxation developed by Xu (1997). This paper studies the sensitivity of the results to the model's preference, technology, and policy parameters... The Xu (1997) model is distinctive: it includes private and public investments as inputs to the physical and human capital production technologies, and considers more taxes and expenditure types than other studies in the literature. Therefore, it is important to know whether the model's quantitative results are sensitive to these unique features and parameter values."--Abstract.

99-02.--Analysing and forecasting credit ratings: some Canadian evidence, by Patrick Sabourin. 1999. 38p. Charts, references, tables.
"This paper attempts to answer the following two questions: Can recent downgrades or upgrades be predicted using economic tools and a limited number of key macroeconomic variables? What level of indebtedness should a province reach in order to maximize the probability of being upgraded?"--Introduction and summary.

99-03.--An econometric examination of the impact of population aging on personal savings in Canada, by Maxime Fourgère and Marcel Mérette. 1999. 23p. Charts, references, tables.
"As the baby-boom generation reaches the age of retirement, the share of the population aged 65 and over will increase rapidly. There is a growing concern that the increasing proportion of elderly will create important macroeconomic problems and pose important public policy challenges. A key concern revolves around the possible consequences of a prediction of the life-cycle model, namely that population aging will put downward pressure on private savings. In this paper, we estimate an aggregate personal savings rate equation for Canada, which captures the effects of the changing age structure of the population."--Abstract.

2000-01.--Liability management using dynamic portfolio strategies, by Richard Black and Colin R. Telmer. 2000. 23p. Charts, tables.
"Many institutions issue debt in both short-term markets, which implies frequent rebalancing, and long-term bond markets, which typically pay a higher coupon. The liability manager must consider this risk/cost trade-off in the face of uncertain interest rates and funding requirements... This paper couples dynamic portfolio strategies with scenario generation in a simulation methodology to determine how the costs and risks of a liability portfolio evolve over time."--Abstract.

2000-02.--Modelling federal finances under uncertainty, by Derek Hermanutz and Chris Matier. 2000. 24p. Figs., references, tables.
"Recently, stochastic simulation models have been used to analyse issues related to federal fiscal policy in Canada. These models capture the uncertainty inherent in the economy and in the budget process by providing a range of possible outcomes, along with probabilities of achieving desired outcomes. This paper presents an extended and modified version of the model developed in Boothe and Reid (1998). However, unlike previous work, our model incorporates the current federal budgetary planning framework based on rolling two-year fiscal targets, thus providing a more realistic model-based assessment of fiscal prudence and planning under uncertainty. The model is used to associate levels of fiscal prudence and fiscal measures with probabilities of achieving budget surpluses over the medium term, under alternative fiscal rules.ý--Abstract.

2000-05.--Measuring human capital in Canada, by Mireille Laroche and Marcel Mérette. 2000. 36p. Figs., references, tables.
"This paper presents a labour income based measure of Canada's human capital stock from 1971 to 1996 based on the completion of education levels and the number of years of working experience. Unlike measures of human capital based on average years of schooling, this measure does not assume that the productivity differential among workers is proportional to the differential in educational attainment. It also strives to capture differences in quality of education as well as the market relevance of different types of education and of working experience."--Abstract.

2000-06.--Forecasting employment rates: a cohort approach, by Marie-France Paquet, Timothy C. Sargent and Steven James. 2000. 32p. Figs, references, tables.
"This paper examines the past and future behaviour of the employment rate in Canada using an econometric model that is estimated using administrative data on specific age-sex cohorts. The cohort approach allows us to model explicitly the extent to which people of a given age participate more or less in the labour force than those born in a previous year. We use our model to forecast employment rates over the long run."--Abstract.

2000-07.--Neural networks for macroeconomic forecasting: a complementary approach to linear regression models, by Steven Gonzalez. 2000. 48p. Figs., references, tables.
"In recent years, neural networks have received an increasing amount of attention among macroeconomic forecasters because of their potential to detect and reproduce linear and nonlinear relationships among a set of variables. This paper provides a highly accessible introduction to neural networks and establishes several parallels with standard econometric techniques. To facilitate the presentation, an empirical example is developed to forecast Canada's real GDP growth."--Abstract.

2000-8.--Public finance implications of population aging, by Phillip King and Harriet Jackson. 2000. 51p. Charts, tables.
"The paper simulates long-run debt paths for the federal and each provincial-territorial government using a model that captures the effects of population aging on economic growth and government revenues and expenditures. The model incorporates alternative assumptions about the rate of growth of health spending per capita, the rate of growth in federal transfers to provinces and territories and the allocation of federal and provincial budget surpluses between debt repayment, tax cuts and expenditure increases. A variety of spending scenarios and macroeconomic regimes assess the degree to which governments can engage in discretionary spending further to that contained in the basecase scenario."--Abstract.

2001-3.--Structural unemployment and technological change in Canada, 1990-1999, by Timothy C. Sargent. 2001. 23p. Figs., references, tables.
"In this paper we examine the impact of technological change on unemployment and employment in Canada. We focus in particular on the argument that an increase in the pace of technological change has been responsible for Canada's poor employment performance in the 1990s. We outline some economic models in which such a possibility could arise, and then examine a variety of labour market data for Canada to see whether the predictions from these models match the Canadian experience."--Abstract.

2001-4.--Labour or total factor productivity: do we need to choose? by Timothy C. Sargent and Edgard R. Rodriguez. 2001. 14p. References, tables.
"Canada's rate of productivity growth is currently attracting great interest, not only from academics but also from journalists, policy makers and the Canadian public in general... As with measures such as unemployment, most people have a vague idea of what productivity is, but unlike unemployment, there are actually two different official measures of productivity: labour productivity (output per unit of labour) and total factor productivity (TFP). Which measure is the "best" has been the subject of some debate in academic and policy circles."--Abstract.

2001-5.--Monitoring regional economies in Canada with new high-frequency coincident indexes, by Robert Lamy and Patrick Sabourin. 2001. 62p. Charts, references, tables.
"In contrast to many countries, such as the Unites States, it is easier to monitor actual changes in Canadian economic activity because Statistics Canada reports an estimate of the real GDP at factor cost each month... The estimates of real GDP for the jurisdictions are only reported annually by the statistical agency and with a lag of several months after the end of the reference year... This paper introduces new quarterly composite indexes of coincident indicators of economic activity for each province and two of the three territories in order to assist in monitoring developments in regional economies. The indexes are built using the methodology developed at the U.S. NBER."--Abstract.

2001-6.--"Capacity utilization and inflation: is Statistics Canada's measure an appropriate indicator of inflationary pressures?" by Max Baylor. 2001. 19p. Figs., references, tables.
"Statistics Canada's capacity utilization rate has traditionally been used, by policymakers and economic agents alike, as an indicator of future changes in inflation. Recently, however, domestic inflation pressures have remained subdued despite near record levels of capacity use. This raises the question of whether the link between high capacity utilization and inflation has been broken. This paper explores the issue econometrically by testing the stability over time of two alternative specifications - a standard Phillips curve and one that incorporates changes in inflation regimes."--Abstract.

2001-8.--A medium-term forecasting equation for the Canada-U.S. real exchange rate, by Martin Charron. 2001. 35p. Figs., references, tables.
"That shifts in the fundamental factors determining real exchange rates in the long term have strongly affected exchange rate movements is an increasingly popular idea. In particular, Amano and van Norden (1993) suggest that movements in Canada's terms of trade were particularly important in explaining the evolution of the Canada-U.S. real exchange rate over the post-Bretton-Woods era. Building on that idea, this paper identifies additional economic factors as having significantly influenced that evolution over the past 25 years. It uses cointegration techniques to show the importance of net foreign asset holdings by Canadians in real exchange rate determination. It also breaks down the terms-of-trade effect identified by previous authors into two key components: real non-energy commodity prices and real computer prices. Finally, it develops a medium-term forecasting equation for the Canada-U.S real exchange rate."--Abstract.

2001-10.--A multi-sector multi-country dynamic general equilibrium model with imperfect competition, by Claude Lavoie, Marcel Mérette and Mokhtar Souissi. 2001. 65p. Figs., references.
"In this paper we describe in detail the general structure of a multi-country, multi-sector, dynamic general equilibrium model with imperfect competition. We also discuss the numerical data requirements and the calibration procedure, and we offer an illustrative simulation exercise based on a small version of the model. The paper is useful mainly to the modeller and to anyone else interested by the detailed specifications of the model. This model could be used to study a large number of economic issues, such as trade policy, etc."--Abstract.

2001-11.--Does under-investment contribute to the Canada-U.S. productivity gap? by Edgard R. Rodriguez and Timothy C. Sargent. 2001. 32p. Figs., references, tables.
"Many commentators have pointed to the productivity gap between Canada and the U.S. as evidence of a Canada-U.S. investment gap. In this paper, we examine whether this hypothesis is plausible using a variety of different models of growth, and a variety of different data source."--Abstract.
"We shall focus on three questions: what measures of investment matter most for productivity; whether Canada has an investment gap; and whether the investment gap is wide enough to explain lower level of productivity in Canada."--Introduction.

2001-12.--An examination of alternative strategies for reducing public debt in the presence of uncertainty, by Doug Hostland and Chris Matier. 2001. 26p. Figs., references.
"The Debt Repayment Plan introduced in the 1998 federal budget aims to keep the federal debt-to-GDP ratio on a "clear, downward profile". This paper examines alternative strategies for implementing such an objective. The analysis is undertaken within a stochastic simulation framework. The fiscal authority seeks to keep the debt-to-GDP ratio within a range that declines gradually over time in the presence of uncertainty about future economic and fiscal developments."--Abstract.

"This paper analyses alternative fiscal policy rules that would be useful if the government wanted to establish goals for the evolution of the debt-to-GDP ratio over time. It also examines the fiscal policy trade off, that is, how fiscal policy, with this particular goal in mind, balances three objectives: debt control, commitment to announced tax and spending measures (in real terms), and economic stabilization."--Abstract.

2001-15.--An empirical search for a Canadian credit channel, by Joe Itaniano. 2001. 26p. Charts, references, tables.
"It is widely accepted that monetary policy impacts real output through two major channels. In the money view, monetary policy operates through changes in short-term interest rates, with those changes, in turn, influencing long-term rates and real output... In an alternative view of the transmission mechanism, monetary policy works mainly through the credit channel... This paper examines the role of the monetary and credit channels in real output movements in Canada."--Introduction.

2001-16.--The role of fiscal rules in determining fiscal performance, by Suzanne Kennedy and Janine Robbins. 2001. 31p. References, tables.
"This paper examines the role of legislated fiscal rules in determining fiscal performance. It reviews the rationale for fiscal rules and discusses the advantages and drawbacks associated with them, notably the possibility that rules may impede countercyclical fiscal policy. The paper then analyzes the use of fiscal rules in the United States, the European Economic and Monetary Union, Germany, Japan, New Zealand, Sweden and Canada. Rules at the subnational level in the United States and Canada are also examined."--Abstract.
