"This enactment amends the Energy Efficiency Act to, among other things, (a) enable the Minister of Natural Resources to provide for exemptions from the application of that Act and its regulations with the aim of facilitating the design and efficient administration of a regulatory regime to encourage innovation, competitiveness and economic growth; (b) strengthen that Act’s administration and enforcement framework, including by providing for administrative monetary penalties, modernizing fines and providing the Minister with the power to order corrective measures; and (c) broaden the scope of that Act to account for modern technologies and new market actors, address misleading representations and promote the responsible use of energy"--Summary, page ii.
